Johns Manville, a Berkshire Hathaway company, to be HRH Hillsboro Partners first industrial development project in its Hillsboro Rail Park

Dallas based developer, Hughes Commercial Real Estate and Development, LLC (Hughes Commercial), announced the first industrial development in HRH Hillsboro Partners’ 78 acre master planned Hillsboro Rail Park. The first client in this 1,500,000 square foot rail served park will be Johns Manville (JM), a global building and specialty products manufacturer and a Berkshire Hathaway Company. Hughes Commercial partnered with Peinado Construction, Alliance Architects, Kimley-Horn Engineers and Via Rail Engineering on a 418,548 square foot rail served manufacturing facility for Johns Manville’s newest polyiso production plant in Hillsboro, Texas. The development is expected to break ground in February 2020 with final completion projected to be December 2020. Hughes Commercial will be developing two more rail served industrial facilities in the Park.

“There are tremendous growth opportunities in the Southwest for polyiso products,” said Joe Smith, president of JM’s Roofing Systems business. “Three of the 10 largest cities in the country are a short drive from Hillsboro, and some of our largest roofing contractors are located within the service area.”

The availability of New Markets Tax Credits (NMTC) weighed heavily in Johns Manville’s decision to select Hillsboro as the finalist site for the new manufacturing plant. Hillsboro Rail Park is located in a qualified New Markets Tax Credit US census tract qualifying the investment for this powerful federal incentive program. The HWH Group, a site selection, incentives negotiation consulting firm is a sought-after leader in navigating the New Markets Tax Credit (NMTC) program. This federal program incentivizes community development and economic growth through the use of tax credits that attract private investment to under-served communities.

Rail service was also a key factor in JM selecting the Hillsboro site. The City of Hillsboro was also able to secure a $1 million Texas Capital Fund grant through the Texas Department of Agriculture (TDA). Rail service is provided to Hillsboro Rail Park by Union Pacific Railroad.
